SoapServer constructor parameters: what is actor uri?

as the subject, what is the "actor uri" in the SoapServer second
paramater constructor?
I can't understand it.
And what about passing NULL as first parameter?
The guide says:
pass NULL and set the uri option to the target namespace for the server.
That is?
