I would like to change the coppa.php so that the links under the heading 'Click the link that corresponds to your birth date' indicate someone over 18 years old rather than 13. Looked, but I must be blind. Any help appreciated.

You need to modify the msg file inside the english translation.
Change the message in that file and then rebuild the theme using the theme manager.
