My provider disabled my forum. Provider is claiming that

Can somebody comment on this or give some suggestions, please.

index.php cannot spawn process' that is simply not possible.
That file includes a single file via a filesystem and that's all.
As for resource usage, that I cannot comment on since I do not know how powerful is the server they are using and what do they classify as 'many' resources.

i've been running a forum on an old pIII 550 with 256 mb ram and we get pretty good traffic...and i never noticed any performance issues...

we also run some ikonboard.cgi based forums and they are a resource-hog compared to fud ;P
