I know that the index.php file can be made to "autoload" in the browser. What's the apache configuration directive to make the index.php load like index.html? Or should I just put a "index.html" file with a meta content redirector?

Inside your Apache config file you have a directive called
'DirectoryIndex', it lists all the file names that would correlate to /. Add 'index.php' to the list and voila.
