I know it's possible for a user to block pm's from another user by putting them on ignore but is it possible to block only the PM's? ie you would still see their posts but they'd be unable to send pm's

If not I think it would be a good feature

I'm not aware of such a feature. Unfortunately it doesn't interest me and I'm not going to code it. You are, however, welcome to prepare a patch for inclusion into the next release.
