1. I have the forum time set to "America/New York". However, I see this at the top of the forum:

"Welcome Skhilled, your last visit was on Fri, 10 January 2014 14:29"

And this at the bottom:

"Current Time: Fri Jan 10 14:29:40 EST 2014"

The date format is different.

2. If the time setting is set to America should it not have a "AM/PM" setting or show it? I cannot find any setting to in the admin to do this.

EDIT: If the devs decide to add such a setting I suggest also adding options for short dates (like at the bottom) and long dates (like at the top).

I would say that it should be consistent, but I'm guessing this is something that would have to be handled as an enhancement.

In addition to time zone, you should be able to specify time format. That would make it consistent and would allow different formats. The two you show in your example are both US-style and European (and others) style.

You can change the formats in "date_formats.tmpl".
Remember to recompile your themes after editing it.
