when i tried to use the spellcheck, it gives me the following error.

Warning: PSPELL couldn't open the dictionary. reason: I'm sorry I can't find any suitable word lists for the language-tag "en". in /xxx/kopitiam/data/include/spell.inc on line 40

Warning: 0 is not an PSPELL result index in /home/makan/public_html/kopitiam/data/include/spell.inc on line 30

Warning: 0 is not an PSPELL result index in /xxx/kopitiam/data/include/spell.inc on line 25

This means PSPELL which is the library php uses, is unable to find the English dictionary. This is NOT a bug in forum.
This problem is likely the result of psell library being installed without the aspell library, which is also needed, because that library builds the dictionaries pspell uses.
