Even with the forum offline (dev instance) the username/password flood check was triggered and, no matter how long I wait, it won't accept logins. Is it possible to directly edit a bit in the DB to reset the flood check, and/or lower the wait timeout parameter and if so, where (table, value)? If possible, I'd rather try that first before restoring the DB from a backup. TIA

You can change the FLOOD_CHECK_TIME in GLOBALS.php.
