I am unable to set the spell checker option to yes. Does FUD look to see if Aspell in installed on the server? I installed Aspell, I think. Where does FUD look for Aspell and what files does it look for?

You need to make sure your PHP has pspell support enabled, unless it is you won't be able to turn on the forum's spell checker.
