I think that it'll be useful to set these two variables from Administration Panel. On my host for example i must manually change directories from 777 access mode, because this mode is forbidden.

Well, without those permissions unlocking won't "really" unlock...

In most cases you don't need to unlock the forum and when you do it is usually for one or two files. In those cases you can unlock them manually via file manager control panel.
