Ilia, can you please add something like "Recycle Bin" for deleted messages and topics (with indicating who have deleted message and why)?

Too slow and pointless. If you want to use the Recycle bin concept, just use the move topic functionality. Or split topic when using the message.

That isn't pointless. That is useful in solving of conflicts, especially on big forums where works many moderators.
