A quick release to address 2 problems that I consider to be critical.

1) The memory_limit changes to the installer and upgrade script had a number of problems that are now corrected. Making the process easier in most cases as well as adding better error checking.

2) Fixed a bug in consistency checker that resulted in incorrect last_post_id being set for some users in MySQL and in PostgreSQL not updating of the level & total post fields.
