Currently the forum i work on is view able to non members and members alike. With only members being allowed to post.

How can i make it so that you can only see the forum if you sign up for it?

Some help would be appreciated as i can;t seem to find out how to do this.

Take the read and view permissions, as well as post and reply away from anonymous users via the group's manager system.

Group manager in the admin control panel for global settings (defines the permissions the group leaders can assign), http://cvs.prohost.org/index.php/Groups_Manager

While the user land groups manager can do the same for individuals within a group!

Be careful these options are very powerful!
