I added File filters to prevent uploading of certain files (.exe, .bat, etc) After I did that I was informed people could not upload any files at all, not even .jpg, .gif.

The file attachment filter works by inclusion and not exclusion. Meaning that you specify the extension that you want to allow and all other extensions will be disallowed.

Check your forum's admin control panel, if you have a "File filter" admin control panel, then you can limit the type of files users may upload by extension. If you do not, then you'll need to upgrade your forum to access this functionality.
