Levels work OK, but all users can have their avatars, even if their level wouldn't let them.

Level has nothing to do with avatars. Only if you add an image to a level will you have an option of specifying whether that image or user's avatar or both should appear.

Control panel, Rank manager, Wich image to show -> Rank Image Only/Rank Image+Avatar/Avatar Only.
I have "Rank Image Only" for ppl with less than 60 msgs, but even ppl with 50 msgs or so have their avatar. Maybe this is related to the fact that those users once had more messages, then some topic was deleted and their counter decreased.
With 2.3.8 these ppl's avatars were not shown, now they are.
