I have follow the rules on the Document , but probaly I do not doing the right way .because the IP is continuin enterin on the forum and post undeseable massages.

IP Filter
Allows the administrator to block people with a matching ip address' from posting messages on the forum.

The IP address can be entered in 2 ways:

Complete IP The full IP of the user, ex. 111.11.1.111 would block all user's who's IP is 111.11.1.111

IP Mask You can enter an IP mask that would block a whole range of IP addresses

ex. 22.23.24. IP mask would block all users who's first 3 IP elements are 22.23.24 or more commonly known as 22.23.24.0/24 mask.ex. 24.*.21.22 IP mask would block all users who's 1st IP element is 24 and the last 2 IP elements are 21.21

Can some one explein to me how it realy works?

You've just pasted how it works from the manual. there is really nothing else I could add other then perhaps explain how TCP/IP works.

The ip block does NOT block a user from reading the forum, merely from posting messages, logging in and registering.

Well if you want (bad idea) you can do 172.*.*.* as the ip mask and it'll block all users from that ip range.

Either the user is getting a different IP mask everything or you are not using the system correctly. I've tried IP banning on my test forum and it works properly.

For spell checker to work you need a spell checking PHP module (pspell).
