I want a way for doing "when someone will submit a new topic or reply then I want to send that post as email to only those user who have permission for viewing associated forum .

Is there any easy way for doing it ???

You can enable full e-mail notifications. meaning that new topic/reply notifications will include the entire message posted. If you want anything more then that you'd need to modify code in imsg_edt.inc.t
