I tried to change these settings for links "moderators".
But a.TopBy:link {} in forum.css didn't produce any affect. Sad

Am I on a wrong way?

Sorta, the TopBy style is a style for the moderator <div> where all moderators for a forum are displayed. The actual moderator link uses the default link style. If you want to change that add a style identifier to profile_link_mod section inside index.tmpl.
