Oh damn, sorry! Now after I deleted the .htaccess I have the same as previous person:

[Fri Aug 13 19:19:19 2010] [error] [client IP] File does not exist: /home/username/public_html/domain-name.net/!forum/500.shtml
[Fri Aug 13 19:19:19 2010] [error] [client IP] SoftException in Application.cpp:256: File "/home/username/public_html/domain-name.net/!forum/install.php" is writeable by group

When I changed the install.php permissions to 755 as instructed above, I got again:

Parse error: syntax error, unexpected '?' in /home/username/public_html/domain-name.net/!forum/install.php on line 1

And of course after I've put the .htaccess back with this line:

php_flag detect_unicode off

I got the HTTP 500 error again and same as described above in error log:

[Fri Aug 13 20:16:41 2010] [alert] [client IP] /home/username/public_html/domain-name.net/!forum/.htaccess: Invalid command 'php_flag', perhaps misspelled or defined by a module not included in the server configuration

So what's the correct syntax for that command or what else can I do? It's a shared Unix hosting, I can't control the PHP configuration.

The php_info for my server says regarding the above:

detect_unicode	On

Why don't you just give files to unzip without the self-unpacking installer??? I think it should be easier!
