According to forummatrix, FUD can operate with no SQL database at all - operating purely off text files held by the server. Is this actually correct? If so, does it hit any significant performance issues in a full-scale deployment (say, a hundred posts a day)?

I know it can store it's forum messages in flat files, but I do not believe it can run w/o a database altogether. it's one of the first questions in an install.

It depends on how technical you want to be. You don't have to have an external database installed to run FUDforum. By default FUDforum will store its messages in files, but it needs a DB for the metadata. If you don't have an database, FUDforum can use SQLite that ships with PHP (which is just a text file anyway).

Sqlite 3 databases are NOT text files. Perhaps the now obsolete Sqlite 2 used text files.

But the original question is best answered by saying YES, a database is required, but
using Sqlite 3 does not require additional software beyond what is available in PHP.
