A small RC release with just a few fixes, hopefully the last RC before the final release.

Bug Fixes:
  1. Fixed unique index creation inside upgrade script.
  2. Disallow editing of messages by non-privileged users inside moderated forums.
  3. Allow multibyte chars in the alias.
  4. Encode e-mail subject to prevent breakage with non US-ASCII chars.
  5. Fixed quote handling in the search engine.
  6. Always specify charset for e-mail notifications.
  7. Improved the non-authenticated user error to simplify the authentication process.
