Any decent hosting company (and most non-decent ones) will have a
database available, usually MySQL or PostGresSQL.

Content Management System. There are a number around, many of the
free/open source.

But that's off topic here; check for a more appropriate newsgroup
(sorry, I don't have any suggestions off hand).
