I think I know what could be the problem, try running the following queries and tell me what output do you get.

SELECT users_opts & (1048576|524288) FROM fud_users WHERE id=1;
SELECT count(*) FROM fud_mod WHERE user_id=1;

(change fud_ to whatever sql prefix you are using).
