PHP Development Tools (PDT) installed on top of Eclipse 3.7 (Indigo) does
all of that except macro recording. You can define code templates, though,
if additions to the built-in ones are necessary (which you can modify).
Because it is Java-based, Eclipse is virtually platform-independent, and it
is for free. Add the Aptana plugin and you have a good PHP (etc.) IDE at no
cost.
