Is it okay to put php commands inside the tmplates?

e.g. I have
<a class="forumlinks" href="{ROOT}?t={DEF: t_thread_view}&amp;frm_id=6&amp;{DEF: _rsid}">International</a>

Could I place some php in that anchor?

In most cases no, there are only a few places where it is safe to put PHP code inside templates. This is usually the MAIN_SECTION or the PAGE elements.
