Depends on what you want. That'll get you someone who will competently
write an application to your detailed specification. It might get you
someone who can competently design an application to your detailed need
in some regions, if you're hiring a salaried worker ("W2") on the books
as an employee instead of a contractor paid only in money for service
("1099"). The 1099 contract will be able to subcontract out skills that
this particular person doesn't have, and so can do more, but the rate
will be higher. If you're not sure what you want and do not have
detailed specifications, it will either be much more expensive per hour
or it will take many more billable hours than otherwise.

85. I will not use any plan in which the final step is horribly
complicated, e.g. "Align the 12 Stones of Power on the sacred altar
then activate the medallion at the moment of total eclipse."
Instead it will be more along the lines of "Push the button."
