Here and at me the problem 2.7.7. http: // forum.its-m.ru/Everywhere the coding in norm except for as to Topic Description was drew And on old versions Topic Description - is not present.

Вот и у меня нарисовалась проблема 2.7.7.

Везде кодировка в норме кроме как к Topic Description
Причем на старых версиях Topic Description - НЕТ

Installations same as well as at two already working forums, but
in versions below 2.7.7 are not present Topic Description. Now the problem looks so cyrilic in Topic Description snow "????? "

Установки такие же как и у двух уже работающих форумов, но в версиях ниже 2.7.7 нет Topic Description.

Сейчас проблема выглядит так, что кирилица в Topic Description отображаетсся "?????"

I know this is an old topic, but just for future reference, this problem was fixed in FUDforum 3.0.6RC1.
Alternatively, apply patch at http://fudforum.org/forum/index.php?t=msg&goto=183248
