I saw this question addressed a few times via search, but the answers weren't specific enough to help me.

I have a very private forum. There won't be new people registering. We'd like anonymous browsers-by to not be able to see our categories or topic titles. I have the global anonymous permissions set to anonymous visible-no read-no etc. But when I logout and reload the site, I can still do everything but reply.

Sounds like you changed the wrong permissions. Be sure that you've used the user-land group manager.
