I noticed that
Profile language is for using the forum, isn't it? That doesn't mean the person would write messages in this language like in our case or others have to do in any way with someone's profile language. Wasn't this the reason for profile-based, user-defined message files?
I could see sense in sending the notifs in receiver's language, but it is too complicating the process of sending the notifs perhaps?.. At least it could be in forum language, but there is no such setting...
The way it is now does look like misbehaviour. I can't see what sense can it make. But I can clearly see how much confusion can it bring among users, especially novices, when they get messages from a place they remember (perhaps) but in a language they don't understand.

Ilia, what is the reason for making notifications come in respondent's language?
I have now all sorts of notifications I don't understand (of course, by experience I know what are they about & I can read topic and user names among other mumbo jumbo, but not every user is experienced enough to understand) because I don't know the languages they are written in! And all others do to. Is there any reason for such a strange behaviour? It wasn't like this in previous versons below 2.6.x. Did you intend it to be so? Why? It's so annoying!

This particular forum is an exception to the rule and it suppots over a dosen languages for the entire forum. Normally a forum install either uses a single language or has categories/forum intended for specific languages so this is a non-issue.
As to why, various performance considerations.
