The terms of use that are agreed to when registering do not match the terms of use for my site. What file do I modify so I can write my own terms to agree with? I can't seem to find it.

The page you are referring to is pre_reg.tmpl and the text is found inside forum_rules & forum_terms message entries of the msg file.
