User registration with COPPA disabled [message #22295]

Not sure if this is a bug or just a feature:

When COPPA is disabled, new users that try to register still get message:

"... By pressing the button you declare that you are over the age of 13. If you are 13 or under, please use this registration form."

However, with this feature disabled, the registration form is not offered!

It still says it, but it's a message you can modify. If coppa was enabled there would be another pre-registration step.

Yes, maybe it shouldn't say it as it is confusing users.

However, it's not a big deal. I have already fixed up my templates.
