since i updated to 2.6.9 i have a problem with the german "umlaut" (��)

in the admin panel, the Category and Forum names are shown with the "umlauts" like "Schulf�cher"

in the normal forum the are showed wrong "Schulfächer"

i think the both should look like ä for � and so on ...
