Are there instructions somewhere for the preferred procedure to move the forum data to a new server? My present forum is version 2.3.2. On the new server I plan to install the latest version.

Thanks, but I had already done that. What I found were messages about solving problems when doing a move. They were also for older versions of FUD. I was hoping for a more positive list of things I should do to avoid having problems. I am mostly concerned with the way to transfer all of the data (users and messages). I have not done much to change the look of the forum itself.

Well, given the fact you have a fairly dated version of the forum running there are primarily 2 ways to do the move:
1) Make an archive of all the forum data (SQL & on disk) and copy this archive to the new server. On the server then adjust the GLOBALS.php inside the include directory with new paths & database settings and make sure that GLOBALS.php in forum www root and adm/ dir are symlinks to the actual file inside include directory.
2) Upgrade current forum to the latest release and make a datadump of the forum. Then install the same version of the forum on the new server and use the import feature to import the data from the datadump.

Thanks for the more specific help. I tried to update the current forum first but it failed because my copy of PHP is out of date. Rather than fixing that and anything else that might be out of date I thought it might be easier to just move to a new up to date server.
Just an ordinary archive of the MySQL data or is there some utility designed to do that?

Just a regular mysqldump of the SQL data (so you can then import it via mysql) and tar ball of the forum's files.
