the message display correct(chinese)

3.I post message #23838 with linxiaoming/password(chinese theme),
using the same content.but ...

4.some character display conrrect,and some not

5.Is it a joke?

Because when a chinese a diferent character is defined for the page then the one used for the default english locale. So the encoded entities do not appear the same as is charset has it's own encoding schema.
