Because I can see in the template editor of the recent forum releases, I can only guess that you are running an old 2.6 version that due to a bug or missing functionality does not display a link forum.css.tmpl

That's fairly recent, but on my test install I clearly see that file on the list.
Are you using PATH_INFO based theme by any chance?

Can you see what are the permissions of the file via the file manager, there is really no reason why it would not appear. Especially since I can see it just fine on at least a dosen separate installs.

It works fine, I've logged in using the provided priveleges, click on the "Template Editor" link, selected "default" & "spanish" values on the form, since that is what your theme uses and submitted the form. And I see
[ + ] forum.css.tmpl link allowing me to edit the CSS.
