Under this option in the User Manager, the manual states:

The administrator will need to enter the their password on that form to activate any of the changes that were made.

Since user passwords cannot be retrieved by an admin:

...passwords are encrypted with a 1 way algorithm, MD5 for greater security and cannot be decoded back.

how can an admin change a user's profile?
