Banned accounts are receiving email notifications and private messages. If this is not a bug, how can I turn this off without having to change their passwords, login as them, remove subscribed topics, disable email notifications, disable private messaging.

Banned account simply prevent the user from logging into the forum or using it. There is nothing to prevent them from recieving PMs or e-mail notifications.
If you want to disable those, you need to do precisely what you said, manually toggle those settings. Before you ask can we do it automatically, remember that not all bans as permanent and we don't want to clear the user's settings when setting a temp ban only.
