Is there a way to limit the amount of images and emoticons that can be sent via PM? Someone DoSed my forums, abusing this lack of restriction. No one can send mail until their boxes are cleaned out and it took a lot of time.

You can disable images and emoticons for PMs, but there is no numeric limiter.
