At the bottom of the page, [Administrator] and [Moderator] are in red and green. How do you change the colors? I tried to change the colors for adminColor and modsColor in tmp/default/tmpl/forum.css.tmpl but that didn't work.

Those are correct css style, but you need to rebuild the theme after making the change to have the change take place.

I hadn't changed the colors in forum.css. Now they are changed in both tmp/default/tmpl/forum.css.tmpl and theme/default/forum.css.

Why are files duplicated in tmp/default/tmpl/ and theme/default/? I noticed that images are duplicated in the two folders. When are they each used?

the forum.css is a COMPILED file that is generated based on forum.css.tmpl. When you rebuild the theme, the former is generated.
