RC3 Release is a bug fixing releases that fixes a numbers of 'oopses' found in 2.0 Release.
Here is the abbriviated changelog:
1) Finalized the 1.2.8 to 2.0 converter (there will be a download link for it shortly on the download page)
2) Fixed a bug that would cause the edit process to increase the
number of replies inside a thread.
3) Fixed fair number of small typos & bugs that are simply to small to document here.
4) The 1.9X upgrade script now supports upgrades from 1.9.8 releases now.

Grab the upgrade script from the download page, it'll allow you to move to 2.0RC3.

It appears the upgrade script does not have permissions to write to the GLOBALS.php as well as the errors directory.
Make sure it does and then run it again.
