Basically what the forum does is put a sample file inside C:/2003web/FUDforum/ and then tries to access it via http://www.900.com/fudforum/. When it fails the error you are seeing is displayed is when the sample file cannot be found. This usually means that the web dir does not correspond to the specified URL.

Your problem is that the c:/2003web/fudforum/ directory is not writable by the webserver. You need to change the directory permissions in such a way as to allow everyone to write/read from it.

What WWW_ROOT and SERVER_ROOT did you specify?
Do files placed inside WWW_ROOT appear to be web accessible from SERVER_ROOT ?

Hmm ...ok I'm going to remove all FUDforum files (including the tar.gz that I uploaded). Could you tell me where I upload it in the first place ...do I go inside public_html? ...Or do I upload the tar.gz before going in there? And then after I extract the tar.gz files, what happens?
