If I want to ban an entire range (spambots) of IPs, what syntax do I use?
Just entering 85.255.118.* does not work

Masks are definitely supported, I've done a simple test on the dev machine and they work fine.

Can you see if the bots are coming through a proxy that is maybe masking their address? You can also try banning by mask an address you control and see if it works. My tests show that the code is definitely working.
