.... I could have sworn I saw a switchable option somewhere that prevents threads moving to the top of the form when a reply is posted.
I am imagining this.

There is no such option, you can however patch the code to behave in this fashion. Search the forum archives for examples & tips.

You need to adjust the topic order rebuilding query in rebuild_forum_view_ttl() function found inside th_adm.inc.t
