i cannot adjust the php.ini so is there anything i can do to make it work?

You can update the script and set_time_limit(-1) at the top of the file.

ive changed this and it still never completes, any ideas?

You can run it from the command line. You'll need to uncomment a few lines in the file (there are docs inside indexdb.php) with instructions.
