This is what I would like to be able to do:
Take the URL for a topic: ../forum/index.php/t/3897/

and include the topic title for example: ../forum/index.php/t/3897/Message.title.in.URL
or
../forum/index.php/t/3897/Message-title-in-URL

Currently using PATH_INFO and no session ID in URL.

Is this possible and where might be a good place to start to work this in?

The forum supports PATH_INFO but not with textual topic/message names. To add this functionality you need to edit users.inc.t file.
