1) Administrator is a 'superuser' he can do anything, that is how administrators work. So, any administrator will be able to act approve/declinet posts in moderated forums.



Administrator could probably approve messages, if he could see the "to-be-approved" messages posted to that forum in the moderation queue.

If you create a moderated forum, and if you do not define somebody as the moderator of that forum, even administrators cannot see the messages posted to that forum waiting for approval.

This is a small bug actually. It can be solved by defining administrator user as the moderator of every new moderated forum created. Most forums will have a moderator other than the administrator user, so in most cases you'll have to define some moderator for moderated forums.

Small bug, but a bug anyway Smile
