By default, when a new person signs up, the "Allow Private Messages" option is blank. Neither yes or no is chosen.

If neither yes or no are chosen and the user registers, then by default, no is selected when you view the profile.

Is this a bug? If not, is there an easy way to make 'yes' the default?

That was a bug, I've already corrected it in latest CVS.
