now,i know the reason.
that is the function putenv()!
you can see
http://202.96.236.101:8080/time.php
http://zdb.my.topun.com/time.php

the value of putenv("TZ=Asia/Shanghai") is 1

but http://zdb.my.topun.com/time.php is error!

the same thing happened on my pc

so i think that it isn't a bug:) but it only work some of hosts.
