This might belong in the how-to forum.
When I move messages there is no longer a moved message marker (the footprints). Is there now a setting to turn this on? I have the expiration set at 7.

Is the thread you are moving older then 7 days? If that is the case the marker will not appear.

2.3.0 and it was a message that had been created most likely prior to 2.0. I tested a message with 2.3.0 and the move marker worked fine, so could the problem lie with moving older messages?

Hrm... I imagine the thread you moved is older then 7 days, as the result no moved thread marker was created. Beyond that I see no reason why would this problem occur, I definately cannot replicate it.

Ahh, I see now.
So if I set the admin expiry to seven days, that means the move marker will last 7 days, OR messages up to 7 days old will have a move marker?

If you set the moved marker to 7 days, it means that the marker will last 7 days from the thread creation. It also means that if you are moving a thread which is older then 7 days, then the marker will not appear.
