happened only one time when I add new theme! I can't replicate it so I don't know whether it is a bug .

sorry! I found the reason.
I created a new Template named test. and delete some language from the test dir.
when I created a new theme , selected test template and the deleted language(it still exist in the default dir)!

the default dir is left as is, nothing is deleted from it.
